Recent crises, particularly economic and healthcare crises, have highlighted the structural vulnerabilities of healthcare systems and have emphasized the need to strengthen financial sustainability as an essential dimension of institutional resilience. The purpose of the research is to assess the capacity of the healthcare system in the Republic of Moldova to maintain its functionality and financial efficiency in crisis conditions, with a focus on the financing mechanisms and governance instruments that condition the sustainability of the system. The objectives of the study are to assess the efficiency of the management of mandatory healthcare insurance funds, identify the risks associated with the financing of medical institutions in periods of instability, as well as formulate strategic intervention measures adapted to the national context. The research methodology includes documentary and statistical analysis, assessment of key financial performance indicators, relevant case studies, as well as comparisons between financing models used in international healthcare systems, in order to formulate proposals adapted to the national context. Preliminary results reveal a high dependence of the healthcare system in the Republic of Moldova on public and external financing, a low level of budgetary flexibility in the face of systemic shocks, as well as the insufficiency of institutional response mechanisms to crises. It is also noted a pressing need to streamline spending and strengthen managerial capacities in the use of financial resources. In conclusion, the study emphasizes the need for reforms aimed at increasing transparency, strengthening internal managerial control, aligning budgeting with performance principles and capitalizing on the concept of "value for money" in the allocation of resources in healthcare.
